There is a command in AutoCAD called "chspace"

This is where you can move items, such as text, dimensions etc from model space to paper space and vice-versa, easily.
This command will do all the necessary scale changes for you.

The moved object is scaled appropriately in the new space.

This command is useful when changing the scale of a drawing.

Meaning you can "chspace" all the notes, labels etc to model space, then change the viewport scale in paper space and then "chspace all the same notes etc back to paper space.

This will put them all back on paper space to the appropriate, new, scale.
