High Point of Finished Surface

Please help me recall why do we only indicate the elevation for HPFS even though the surface is sloping? thanks!

1). You have to start somewhere.
2). With the help of the Civil Engineers and the Construction crew in the field HPFS will be a constant that everyone can rely on.
3). Low points may all be at a fixes point but more than likely are just the result of a slope from a HPFS.
4). Every place else on the site is a definable elevation if you have the time to do the calculations. Not worth the trouble.
