Flare Stack and the circle of clear safety space around it

I am dealing with a plot plan where we have limited space & as per the statutory rules & regulations OISD-118 in India we need to keep 90m separation distance in Flare to any plant facility. That means 90m is the safety space / radious around it.

Considering we have less space & we will have planned flaring only what are the ways we can reduce down this separation distances to fit the layout within limited plot space available? If we raise the height of the flare does that mean we can reduce down the sterile radius required around it because we will have lesser thermal radiation effect because of the elevated height of the flare? I think Height of the flare is inversely proportional to the sterile radius around it...is that correct?

Ground flaring- Does ground flares need smaller sterile radius when compared to elevated flares? If yes it will be better to go for ground flares then? What is the cost effect?

Also let me know if the vehicular movements ROAD are allowed in this safety radius? I don’t think it is but one of the Sr. team mates is saying it is allowed & we should take in the road inside the sterile radius considering this is planned flaring scenario & we will restrict the vehicle movement whenever flaring is being done. Seems to be logical I am still not with an alignment with his opinion.
Pls let me have your expert comments on this subject will be very useful for immediate application & lots of learning too.

I do not know where your project is or any of the geographic details so it is hard to make specofic recommendations.
However I will offer this. One of the projects I had many years ago also had "limited" space. We needed a fairly large Flare radiant area and we also needed a large storm water run-off collection pond. Both were to be located at the low end of the property which just happened to fit with key site factors, wind, Flare Header slope and Storm Water drain slope.

We decided to place the Flare Stack on an island in the middle of the Storm Water retention Pond. We provided a causeway out to the island for maintenance during plant shutdown. If I remember right the Pond was about 200 yards/meters square (don't hold me to that number, it has been a long time).
