It is not clear to me which standards, IBC or OSHA are governing fixed stairs and platforms around process equipment. Some vendors are telling that most designers use the International Building Code, though many texts refer to OSHA parameters. What is the practice out there?

Bill,
You need to realize that not all countries around the world use OSHA and most of them do not care that the stairs may or may not be consistent for all steps for a single flight let alone the whole structure.

At the start of a project this is a question the Structural Department will (or should) ask the Client. Piping will then follow the lead of Structural.

Go here for some specific data on OSHA Standard for the U. S. -
www.osha.gov/pls/oshaweb/owadis ... &p_id=9716

p.s.: please define 'PP'
