I second your suggestion.
When I was working we also had a specific fromat for the take-off.
First all "Fabrication Material"
Next all "Assembly Material" (Valves were considered assembly material)
Then any "Furnished by Others" material
Either way is good just as long as there is a consistant method and everyone understands it and follows it.
