Low point drain and a high point vent was created by sabir
What are the criteria for using a low point drain and a high point vent in pipeline and piping, other than for hydro test?

I suggest there is no such "Criteria" for alternate use for low point drains and high point vents.
As stated in the response to your original question on this subject, the valves are often removed and the connection plugged.
These valves are removed because the commodity in the line (when in full operation) may be very hot or very high pressure or toxic or highly combustible. You do not want unauthorized people going around opening vents or drains.
