Wis the commodity?
What are the operating conditions (pressure & temperature)?
What is the sequence of the two valves and the spec blind?
What does the drain line come from?
Where does the drain line go?

Sir,
1) The commodity is HYDROCARBON

2) Operating pressure & temperature is 13 barg & 230 C respectively

3) Sequence is Gate valve-tapping to OWS-Spectacle blind-Gate valve

4) Drain line comes from low point of exchanger tube outlet line

5) The Closed drain header goes to Hydrocarbon drain Sump drum.

Here is what I think.
This drain line is only used for shut down and does not happen but once every five years or so.
The Spec Blind is for positive shut off. They do not want somebody opening a drain valve by accident and causing a problem.
The up stream block valve is so they can shut off the process side during shut down so they can remove the blind.
The downstream block valve is there because the downstream side (Sump Drum) is also under pressure and must be isolated when the spec blind is removed.
Thus:
During normal operation both valves are closed and the spec blind is in place.
During shut down the spec blind is removed (under safe conditions) and one or both valves are used to drain the equipment.
