What is it exactly the CAR SEAL is?

"Car Seal" is a procedure.
To operate a "Car Seal" valve entails some paperwork and procedure, per your company's policies.

A valve used in "Car Seal" service can be almost any valve.
For most valves, you can add a locking mechanism onto the stem through which you can put the "Car Seal", a lock, a chain, etc.

Almost any valve can be carsealed open or closed. In many cases, a carseal is a plastic device usually threaded through the handwheel and yoke such that changing the state of the valve destroys the seal.

CSO/CSC (Car Seal Open / Closed) valves are sealed in either position with a seal that can be easily removed to operate the valve.
A LO/LC (Locked Open / Closed) valve is a valve with a much more secure, cable and lock, that will require a key to operate the valve.

Where normally we will find this ?

You will normally find them on the handle / handwheel, where it can be easily identified if the valve position has been changed.

Why we need them ?

These may be required for process reasons to ensure that a valve is kept open / closed during operations, and is intended to prompt the process operator to understand that changing the state of the valve could have process or production impacts.

They may be for safety reasons.
Valves to be car seal closed during maintanence.
Where changing the valve postion can create an overpressure situation or other "safety" issue.

why we have LOCK open / close positions?

So that people do not interfere with their positions.

Who control this? Who has the keys?

This depends on the reason for the seal.
Keys are not required for Car Seals

Who decides to have them?

Again, this depends on the reason for the seal.

For process reasons it may be the process engineer.
For safety reasons it may be the Safety Manager.

Car Sealing is a term taking from the railroad companies. A car seal is a strip of soft metal tape about 3/8" wide with a head on one end that when the tape end is inserted in the head it can not be removed so if placed on a locking door of a freight car there is no way anybody can open that door without breaking it! So any inspectors can walk down the row of cars and visually see that no one has been in the car since the car was sealed up. BUT in the case of an emergency this seal can easily be broken and the door opened or valve handle operated. Car sealing valves is basically the same thing, it visually tells any operators that this valve is sealed in a particular position and should not be operated. But in an emergency situation it can easily be operated to advert any calamity, unlike locked open or closed valves. Now some one has to find where and which key is needed not and easy thing in some situations.
FYI ...I have seen sealing wire used to seal valves open or closed. The method is different but the function is the same.

If you would spend 1/2 the time you do posting in teh training tabs, using search, you wouldn't have dredged up long forgotten posts.

Why do it for yourself when you can get someone else to do it for you I guess...
