Inputs from various departments for column design

I have a little confusion about inputs required from various departments for designing a column..
As per my understanding...

Process gives
1. TL-TL dimensions
2. BTL EL. if governed by process
3. Column diameter
4. No of trays required to achieve given degree of separation.
5. Nozzle elevations.
6. Type of tray.

Mechanical gives
1. Column shell and skirt thickness.
2. Tray thickness.
3. Tray support details , distributor details.
4. Tray spacing.

Piping gives
1. Tray and nozzle orientation.
2. Piping and platform Support cleat requirement.
3. BTL elevation if governed by pump NPSH or layout requirement.

Now my question is what factors in column design are governed by the vendor.

Added items:
Vessel Fabricator:
- All circumferential and long seam locations
- Final Wall Thickness calculations

Piping gives (as above plus):
- Location of "0" Degrees (North) and Orientation (Clockwise)
- Davit type and location
- Ladder locations and length
- Skirt access opening location
- Skirt vent locations
- Pipe guide type and location
- Location of the vessel Name Plate
- The Dead Weight pipe loading on all Pipe Supports
- Location and size of all pipe penetration (holes) in platforms

Construction/Vessel Erector gives:
- Type and location of top lifting lugs
- Type and location of bottom "tailing" lug
- Vessel dressing plan (Horizontal before erecting or Vertical after erecting)

Electrical gives:
- Type, location and weight of lighting

Instrument/control systems gives:
- Type, location and weight of Transmitter housing

Piping must be involved in all the other discipline requirements to coordinate space, access and interference issues.

Also who is the final authority for deciding Tray spacing Mechanical dept or vendor.

Your questions:
Vessel dressing plan (Horizontal before erecting or Vertical after erecting)?
This is the attaching of all the piping up and down the vessel, the attaching of the Platforms and Ladders and anything else attached to the vessel that would save time and money if done on the ground before erecting the vessel in the vertical position.

Who is the final authority for deciding Tray spacing Mechanical dept or vendor?
This would be the Tray manufacturer and the requirements to provide entry space for maintenance.
