I assume you mean upsteam side of a valve

The valve is there to isolate the commodity/pressure/temperate so you can install the Blind.

Yes, that's why i meant, but how can the valve isolate the line and install spacer/blind if it is designed on the inlet side or before the valve (with regards to flow direction).

Sir this situation occurrence are along bypass lines of control valves and after control valves also at block valves.

I guess I was not clear when I asked you to "define the situation."
So let us try again.
- What is the commodity (what is in the line)?
- What is the Pressure?
- What is the Temperature?
- What type of equipment is this line coming from?
- What is the elevation of this piece of equipment?
- What is the line size?
- What is the Flange rating?
- What is the material?
- What is the elevation of the Control Valve station?
- What type of equipment (if any) does this line go to?
- What is the elevation of the end point of this line/equipment?
- Can this line "Free Drain" from the Control valve?
- Are there any trapped low points between the Control Valve station and the end of the line?
